Trajectories of Power: Women in Political Leadership in the Federal Network of Professional, Scientific, and Technological Education (RFEPCT) in Brazil

Abstract (English)
This paper presents the research I conducted during my doctoral studies, which examined the participation of women in the scientific and academic-political spheres of the Federal Network of Professional, Scientific, and Technological Education (RFEPCT) in Brazil, focusing on their personal trajectories. It aimed to understand the dynamics influencing the rise of these women to leadership, and analyse the effects of their leadership on the Federal Network. Despite being a minority in high-ranking academic and political positions, a significant number of women have achieved the role of rector. The study explored the reasons behind their candidacy and success, challenging the notion that women lack political ambition. The research combined quantitative and qualitative methods, including bibliographic and documentary research, field studies at scientific events, and semi-structured interviews. Findings revealed that the rectors interviewed have strong academic backgrounds and administrative experience, which facilitated their political ascent within the Federal Institutes. Their decision to run for rector often emerged from collective encouragement, indicating that power is built collaboratively. However, they faced structural and cultural barriers, such as the sexual division of labor in private life and public prejudice and violence. Although not all rectors identify as feminists, their management practices reflect feminist principles, such as promoting diversity, inclusive policies, collective work, and an ethics of care redefined as a management tool contributing to institutional improvements. Despite progress, with an increase in female rectors from 2009 to 2024, the study notes a potential backlash, with a decline in their numbers in 2024. The research contributed to discussions on gender, power, and politics, showing that women in leadership roles transform gender dynamics and enrich management with diverse perspectives. It underscores the need for public and institutional policies to advance gender equity, including support networks, targeted training for women, and measures to combat gender-based violence in academic settings.
